Although the biggest issue of the program may be privacy, according to Madras, the U.S. Supreme Court ruled to protect individuals’ privacy “by mandating that results be kept confidential, shared only with the parents of the student, and by referring the student to the appropriate level of counseling or treatment; not punishment.” (CQ Researcher, May 2006) But Madras also clearly mentions in the same article that the court decided protecting students from drug abuse was more important than the privacy issue. In other words, it means that the court might believe that it couldn’t be helped even if an individual’s privacy would be invaded. Nadelmann and Kern also observe on the point and keenly represent negative possibility that might happen after invaded privacy; say, “… Treating young people with instinctive and institutional suspicion undermines relations of trust. …And sovereignty over one’s mind and body are diminished while intrusive surveillance is routine.” (CQ Research, May 2006)

Magazines, newspapers, and TV news report that there are full of drugs and people using the illegal substances in this world. Whenever I hear or read the news, those news always remind me the Spanish Folk affair and make me feel that we, human beings, are the creatures that always pursue new pleasure and do not learn how to be satisfied with ones’ circumstances which have been given. However, at the same time, I am wondering if only pure and simple lush really takes people to drugs. I feel that they, who relying on drugs, also have another aspect in their mind. Implementing random testing may be one of good clues to protect youth from drugs, but I think that it is a too simplistic way as well as something like hypocritical and subtle fetters, restricting youth’s will and hurting their identities. As Nadelmann and Kern notice, we are able to approach youth with another way; for example, my sons and daughters were educated by police officers who came from Drug Department when they were elementary students. Educating youth before they get into trouble is one of the ideas, and the most significant what we, grown-ups, are able to do is, I believe, noticing their problems, finding darkness in their minds, and loving the ways they are. I conceive that such our attitudes bring atmosphere that trusting each other and strong mind that sticking up to dullness or temptation to home and each family member. This is the most effective prevention, isn’t this?
